The Humanitarian Law Center (HLC) is a regional, non-governmental and non-profit organization that monitors respect for human rights in Serbia, Montenegro and Kosovo.
It advocates the right to life and physical integrity, freedom from torture, right to a fair trial, freedom of thought and expression, freedom of conscience and religion, minority rights, right to vote as well as other values of civil society.
The HLC investigates and reports on breaches of international humani-tarian law committed during the armed conflicts in the former Yugoslavia.
The HLC investigates human rights violations, reports on its findings and gives its recommendations.
It represents victims of human rights violations before national courts and international bodies.
It was founded in 1992 by Ms. Natasa Kandic, who has been awarded numerous prestigious human rights awards for her contribution to the defense and promotion of human rights.
The HLC staff consists of researchers, analysts and lawyers. In addition to its head office in Belgrade, the HLC has branch offices in Kosovo, Vojvodina and Montenegro.
